Who was helped by the tariff on steel and who was harmed? Are producers able to avoid paying the tariff?

Those who purchased the finished steel, and all of those who purchased the products made from that steel were the ones who were harmed as the initial producers simply raised their prices to cover the increased cost of the tariff.
